RATE SCHEDULE 1 – Residential
AVAILABILITY
Available in all territory served by the Cooperative and subject to the Cooperative’s Service Rules and Regulations.
APPLICABILITY
Applicable to all electric service of one standard secondary voltage required on Customer’s premises and metered at or compensated to that voltage.
TYPE OF SERVICE
Single phase, 60 hertz, at the Cooperative’s standard voltages, or other voltage as might be mutually agreeable.
RATE (MONTHLY)
Customer Charge: $15.00 per month
Energy Charge: 7.6 cents per KWH
MINIMUM MONTHLY BILL
Service charge of $15.00 plus $0.75 per KVA of Transformer Capacity over 15 KVA.
WHOLESALE POWER COST ADJUSTMENT CHARGE
The above rate shall be increased (or decreased) by 1 mill per KWH for each 1 mill, or major fraction thereof, by which the seller’s total average purchased power cost per kilowatt hour sold for the preceding two months exceeds (or is less than) 6.0 cents per KWH.
EXCESS FACILITIES CHARGE
Should the Customer’s service requirements necessitate the construction of facilities in excess of those normally provided by the Cooperative, a monthly facilities charge may be billed to the Customer in addition to all other charges contained in this Schedule.
LATE CHARGES
If payment is not made by the due date, a late payment charge of 10% may be added.
SECURITY DEPOSIT
A security deposit may be required.

APPLICABILITY
Applicable to all electric service of one standard secondary voltage required on Customer’s premises and metered at or compensated to that voltage. This rate is applicable to Customers whose highest annual peak demand exceeds 50 KW.
TYPE OF SERVICE
Multiphase, 60 hertz, at the Cooperative’s standard voltages, or other voltages as might be mutually agreeable.

Demand Charge: $5.00 per KW
Energy Charge: 5.4 cents per KWH
MINIMUM MONTHLY BILL
The greater of: A. As agreed on in a Contract for Electric Service. B. Demand Charge x the Billing Demand.

DETERMINATION OF DEMAND
The KW billing demand shall be the greater of (1) the actual demand, or (2) 75% of the highest demand established during the preceding months of June through September, or (3) the minimum demand established in an Agreement for Electric Service.

Should the Customer’s service requirements necessitate the construction of facilities in excess of those normally provided by the Cooperative, a monthly facilities charge may be billed to the Customer in addition to all other charges contained in this schedule.
REACTIVE DEMAND ADJUSTMENT
The Cooperative may install metering equipment to measure reactive demand. In the event the Customer’s power factor is less than 90%, the Cooperative may adjust the Customer’s billing demand to 90% of the maximum KVA requirements.

If payment is not made by the due date, a late payment charge of 10% may be added.

A security deposit may be required.

Applicable to all electric service of one standard secondary voltage required on Customer’s premises and metered at or compensated to that voltage. This rate is applicable to Customers whose highest annual peak demand exceeds 50 KW.

RATE SCHEDULE 5 – OUTDOOR LIGHTING
AVAILABILITY
Available to all customers in GEMC’s service territory. Subject to Grady EMC’s service rules and regulations.
APPLICABILITY
Applicable only to outdoor luminaires and associated facilities (including poles and wiring) that operate from dusk to dawn by means of a photo-electric control unit, and conform to the cooperatives specifications.
INSTALLATION SERVICE CHARGE
A non-refundable service charge of $35.00 will be paid for each residential luminaire installed. Newly constructed outdoor lights require a 5-year service contract.

#1. Mercury Vapor lamps not available for new installations after January 15, 1992.

#4. Residential luminaires of 100W HPS will be mounted on an upsweep arm, not over three (3) feet in length, measured horizontally.
#5. As obsolete units are retired from service new units conforming to the Cooperative’s Current standards will be installed. This includes field replacement during normal maintenance operations.
SPECIFIC TERMS AND CONDITIONS OF SERVICE
#1. All outdoor luminaires and associated facilities shall be furnished by the Cooperative and remain the property of the Grady EMC including all facilities that require a CONTRIBUTION-IN-AID of construction.
#2. Grady EMC will furnish, install and maintain all luminaires subject to this rate. Location of luminaires will be determined by mutual agreement of the customer and a representative of the cooperative. All lighting units shall be located to provide accessibility to the cooperative’s equipment for servicing and maintenance. Decisions on accessibility of a location will be based solely on the opinion of the Cooperative. All units are subject to removal without consent of the Customer after a period of non-use by the customer of three (3) months. The period of non-use will be determined from billing records.
#3. Where necessary to install a pole to provide lighting to the desired location, a facilities charge of $1.00 per month will be billed to the customer. The facilities charge will be in addition to the applicable rate charge. This facilities charge is restricted to one pole per light. The luminaire pole will be located within 150 feet of the existing electric system. If the installation of additional poles is necessary, for the exclusive purpose of providing outdoor lighting, a non-refundable CONTRIBUTIONIN-AID of $200.00 per additional pole will be required.
#4. Lighting installations that require construction in excess of five (5) times the estimated annual revenue may require a non-refundable CONTRIBUTION-IN-AID of construction to cover additional expenses.
#5. When it becomes necessary to install a pole mounted electric distribution transformer for the exclusive purpose of providing electric energy for outdoor lighting, a monthly facilities charge will include a charge of $9.00 per transformer installed. This charge shall be in addition to the applicable rate charge. Should a pad mounted transformer be required to provide electric service exclusively to outdoor lighting, a non-refundable CONTRIBUTION-IN-AID of construction of $750.00 will be required. Also, a facilities charge of $9.00 per month will be attached to the applicable rate.
#6. Where trenching and installation of underground wiring used exclusively to provide service to outdoor luminaires is required, a facilities charge of $2.50 per month will be billed in addition to the applicable rate charge. If the length of trench exceeds 100 feet a non-refundable CONTRIBUTION-INAID of construction of $1.50 per foot of trench in excess of 100 feet will be required. If extraordinary construction, (pavement, boring or other obstructions) is encountered, the customer will be required to provide the necessary construction to overcome the obstacle, (i.e., boring, trenching or excavating). The construction will include all backfill and restoration work necessary, and must be completed to the mutual satisfaction of all parties. The Cooperative at its option may elect to provide these special services. A non-refundable CONTRIBUTION-IN-AID of construction sufficient to cover the cost of construction will be required in those instances.
#7. Where underground service is to include the installation of decorative lighting and fiberglass poles, a non-refundable CONSTRUCTION-IN-AID of construction equal to the cost of the fixture and fiberglass pole will be charged.
#8. Where installation of lighting is to be made beyond the metering equipment (CT Metering) at industrial or commercial sites, a facilities charge sufficient to cover the cost of a ten (10) year return on investment and maintenance cost shall be billed. This is in addition to the applicable rate.
APPLICABILITY
Applicable to all federal, state, local governments and incorporated homeowners associations in residential subdivisions for lighting public areas.
INSTALLATION SERVICE CHARGE WAIVER
No installation service charge will be required for governmental units or qualifying homeowners associations.
TERMS AND CONDITIONS
All terms and conditions listed under section titled SPECIFIC TERMS AND CONDITIONS OF SERVICE are applicable under this rider.
RATE SCHEDULE NM-1 – DISTRIBUTED GENERATION
PURPOSE
The purpose of this rate schedule is to establish the methods and procedures for determining credits, payments, and charges applicable to members of the Cooperative who own and operate a distributed generation facility as defined in the Cooperative’s Distributed Generation Policy.
APPLICABILITY
This Rate Schedule applies to any member of the Cooperative owning and operating a distributed generation facility as defined in the Cooperative’s Distributed Generation Policy. The capacity of a distributed generation facilities used by residential members shall not exceed 10 kW and the capacity of a distributed generation facility used by a commercial member shall not exceed 100 kW.
DEFINITIONS
The following words and terms shall have the following meanings unless the context clearly indicates otherwise:
1. “Billing period” means, as to a particular member, the time period between the dates on which the Cooperative normally reads the retail service meter for billing purposes.
2. “Bi-directional meter” is a meter capable of measuring (but not necessarily displaying) electricity flow in both directions.
3. “Bi-directional metering” means measuring the amount of electricity supplied by the Cooperative and the amount of electricity fed back to the Cooperative by the member’s distributed generation facility using a single meter.
4. “Member” means a member of Grady EMC.
5. “Member Generator” means the owner and operator of a distributed generation facility.
6. “Distributed generation facility” means a facility owned and operated by a member of the Cooperative for the production of electrical energy that:
a. Uses a fuel cell, or a renewable energy source;
b. Has peak generating capacity of not more than 10 kW for a residential application and 100 kW for a commercial application;
c. Is located on the member’s premises;
d. Operates in parallel with the Cooperative’s distribution facilities;
e. Is connected to the Cooperative’s distribution system on either side of the Cooperative’s retail service meter; and
f. Is intended primarily to offset part or all of the member generator’s requirements for electricity.
7. “Excess net energy” is the positive difference between the electricity generated by the member’s distributed generation facility and the electricity consumed by the member generator during the billing period.
8. “Fixed charge rate” shall be a percentage factor that includes components for the recovery of operations and maintenance expense, administrative and general expense, taxes, depreciation and the cost of capital which are all associated with owning and operating the utility plant necessary for interconnection and for the provision of net Metering pursuant to this Rider. The fixed charge rate may be modified at any time by the Cooperative to reflect prevailing costs.
9. “Net metering member” means a member generator receiving net metering service.
10. “Net metering” means measuring the difference, over the billing period, between electricity supplied to a member generator from the electric grid and the electricity generated and fed into the electric grid by the member generator, using a single bi-directional meter or an additional single direction meter.
11. “Renewable energy sources” means energy supplied from technologies as a solar photovoltaic system, wind turbine, biomass system, or other technologies approved in the Georgia Green Pricing Accreditation Program.
CONDITIONS OF SERVICE
The Generator Member must have met all of the conditions of interconnection contained in the Cooperative’s Distributed Generation Policy, including submittal of the Application for Interconnection of Distributed Generation Facility and the execution of the Distributed Generation Facility Interconnection Agreement.
TYPES OF NET METERING
Net Metering will be accomplished using bi-directional metering for distributed generation facilities interconnected on the member generator’s side of the retail service meter or single directional metering for distributed generation facilities interconnected with the Cooperative’s distribution system on the Cooperative’s side of the retail service meter.
DISPOSITION OF ENERGY
If the electricity consumed by the member generator during the billing period exceeds the electricity generated by the member’s distributed generation facility during the billing period, then all electricity generated by the member generation shall be deemed to have been used by the member generator. If the electricity generated by the member’s distributed generation facility during the billing period exceeds the electricity consumed by the member generator, then such excess net energy shall be purchased by the Cooperative as provided under the Purchase Rate section of this Rider.
RATES AND CHARGES FOR NET METERING SERVICE
Each member generator shall be charged for electric service under that rate schedule which would otherwise be applicable if the member was not a member generator. In addition, each member generator shall pay a monthly service charge based upon the direct costs to the Cooperative associated with interconnecting the member’s distributed generation facility and with the provision of and administration of net metering services. Said monthly service charge shall include the following: A facilities charge based on the total cost of all facilities installed by the Cooperative, including transformers, protective devices, controls and monitoring equipment times the Cooperative’s monthly fixed charge rate; A facilities charge based on the total incremental cost of metering equipment times the Cooperative’s monthly fixed charge rate; and a minimum monthly administrative charge.
PURCHASE RATE
The rate used to determine the dollar amount paid for net energy purchased by the Cooperative shall be based upon the Cooperative’s avoided average annual cost of purchased power. The purchase rate as of the effective date of this Schedule shown below is: All kWh: $0.060 per kWh The above-stated rate may be adjusted annually at the sole discretion of the Cooperative, to reflect the prevailing avoided average cost of purchased power. The Cooperative will purchase energy from member generators on a first-come, first served basis only until the cumulative generating capacity of all the member generators’ renewable resources equals 0.2 percent of the Cooperative’s annual peak demand in the previous year.
TERM OF SERVICE
The term of service under this Rate Schedule shall be the same as that set forth in the Distributed Generation Facility Interconnection Agreement between the member generator and the Cooperative. Effective: April 7, 2010
